I want to use celebrities’ images in advertising… is this legal?

Where can I find information about the rules about copyrights and misappropriation? Can I use the images of celebrities who are no longer alive? What about presidents, or presidential candidates? And can I get away with using only a portion of a celebrities face? As in a close-up of the nose and mouth? I basically want to print out simple flyers to be passed around college campuses, advertising a commercial website.

Tabloids can use photos of celebs because they are not using it to promote anything. To take a celeb’s image as if they were promoting your product is illegal.
Also, using a Tabloid’s bought photo of a celeb is illegal because the tabloid paid the photographer for rights to the photo.
